Part-time
Part-time describes a form of work in which employees regularly work fewer hours than comparable full-time employees. The comparison is usually made on the basis of weekly working hours, or in the case of irregular working hours, on the basis of annual working hours, between employees of the same company with the same employment relationship and similar activities. If there are no comparable employees in the company, an applicable collective agreement or collective bargaining agreement in Germany serves as a benchmark for calculating part-time work. Otherwise, the full-time working hours customary in the industry apply in accordance with Section 2 of the Part-Time and Fixed-Term Employment Act in German employment law. A common benchmark used by the OECD, for example, is 30 hours or less average weekly working time as part-time. The self-assessment of those surveyed is also often used.
Legal entitlement to part-time work/reduction in working hours
Part-time work is determined by a corresponding agreement between the employer and employee. In Germany, Section 8 of the Part-Time and Fixed-Term Employment Act (Teilzeit- und Befristungsgesetz) provides for a legal entitlement to part-time work or a reduction in working hours under certain conditions in an existing employment relationship. In some labor law systems, employers must grant part-time work to parents on parental leave if requested. In general, an increasing trend towards part-time work can be observed in many industrialized countries. This is clearly evident in Switzerland, for example, where the proportion of part-time employees has risen from 27% to 36% since the 1990s.
